According to the Government of Canada, candidates in the Express Entry pool are invited to apply in rounds held throughout the year based on points under the Comprehensive Ranking System (CRS). There was a draw last month, and the latest draw is the second one, focusing on French language proficiency.

If more than one candidate has the lowest CRS score, the cut-off is based on the date and time they submitted their Express Entry profile.
The Government of Canada holds different types of invitation rounds throughout the year.
These rounds invite the top-ranking candidates in the pool who qualify for one of the three Express Entry programs.
These rounds invite top-ranking candidates who are eligible for a specific Express Entry program.
For example, if a round is held specifically for the Provincial Nominee Program (PNP), only candidates eligible for the PNP will receive invitations.
The Minister may establish a category to meet a specific economic goal. These rounds invite top-ranking candidates who meet the category requirements.
Candidates must still qualify for one of the three Express Entry programs to be included in the pool.
The Government of Canada will continue to invite candidates with a provincial or territorial nomination through both general rounds and Provincial Nominee Program–specific rounds.
